From atop the cold, stone laden mountains on the outskirts of Mirugan, the stalwart, persistent town of Arcem has overlooked the deeds of her people for generations. Formerly an ancient ruin, the original constructors being lost to history, Arcem has been claimed and reclaimed, garrisoned and attacked, and to this day remains an ever-present force of the constant change it is exposed to. Commonly thought to be originally built sometime in the 300's, the older sections of Arcem are famous for the unreadable, mystic-like inscriptions that can be found littered on ruins. The sturdy stone and timber walls have been rebuilt and repaired countless times through her bloody history, witnessing conflict seldom seen elsewhere in Mirugan. Pirates, Mercenaries, thieves, and lawbreakers alike have found refuge a midst her walls, harassing trade vessels and carts that pass through the surrounding region. Yet, being woefully unorganized and harshly treated, the inhabitants of Arcem all eventually fell to the organized retaliation to their crimes. All inhabitants, that is, until her new legacy began when she was picked as the refuge point of John Dumn's Black Rock survivor expedition. Dumn and his people made homes among the ancient ruins, using it as a base to lead raids from. But, as time went on, the disorganization and distrust that frequently grew between the patrons of Arcem nearly tore them apart again. It was not until Zuk Shadowblade, a well known patron of the refugees, and adviser to Dumn, took it upon himself to relieve the people of the burden of their ignorant leader. Zuk disposed of Dumn, leading the refugees of Black Rock to become an organized, efficient society. Ancient walls were hoisted up once more, long-forgotten fires re-lit. The ruins of Arcem evolved, and became something more. It was in this new stage of Arcem's history that the town flourished, taking in thieves, mercenaries, deserters, and all forms of men and women cast out from elsewhere. From a pitiful camp of petty thieves, to a merciless society of efficient Killers, Raiders, and thieves, Arcem quickly became a power of her own in Mirugan.
Arcem's new age:
The Citadel-of-the-sea today is led by Rartin.Akar, a master thief trained by Arcem's best, favored by the town's people for his stealth, wit, and cunning. Under his watchful eye, Arcem has grown immensely wealthy through stolen goods and blackmail of information, her militia changed into an army of trained mercenaries and assassins. In her recent years, Arcem has faced harsh sieges from her enemies, nether-beast and man alike. While embracing these attacks, and coming out victorious, Rartin.Akar realized that the town could not thrive on thievery alone. Under his decree, the gates of the town have been reopened to allow a new flow of citizens. Mercenaries and Brigands make up the hefty population of the town, but a new wave of Soldiers, Craftsmen, and Architects, utilizing the towns vast wealth, have turned the Citadel into a flourishing city. Population rises with wealth, as a shadowy culture of curs and traders alike explodes inside the city walls. To this day, the ancient city amongst the mountains lives on, protecting her people for ages to come.
