texture packs are allowed right?like yog box? As long as it isn't an x-ray texture pack, you should be fine.

the Mo'weapons mod would be cool, it adds stuff like spears, halberds, javelins etc to the game so it would make the game have more options of weapons

That kind of mod would not be able to be added to the server. How plugins work is that it takes what is already in vanilla Minecraft, and adds to it, like Lightning Bolts, Fireballs, Text-Driven-Mana, etc. Mo'Weapons however, is a Mod. Mods work by actually adding physical objects to the game. So, unless everyone on the server had that mod installed, they wouldnt be able to join the server
This negatively effects a server because although it is FREAKING AWESOME, it unfortunately takes more effort for new people to join, which usually ends up with them not joining at all. We will look into adding such Mods when Mojang makes the Moding GUI, which will make adding and taking off mods 100000x Easier

Oh man oh man oh man. I cant wait until Mojang makes that thing. FAR OUT! imagine having various mounts and the battlegear mod!?!?!?!?! i would be like aoc 24/7!

lol, i can name at least five mods that would be great to have on AOC.
Belkan's weaponpack (Halberds, throwing knives, battleaxes and hammers, spears (that you can throw too) firesticks, (one hit ignites but uses the weapon) muskets, blunderbusses, cannons, and TNT sticks that you can throw.) Mo'Creatures (Horses we could ride, fish to populate the seas, deer, foxes, etc, and for even better dungeons and whatnot, mobs like ogres and scorpions! dungeons would be terribly horrifying!) Maybe Equivilant Exchange, though perhaps limit this one to just certain classes in terms of crafting stuff from it? or take out certain ones, unless staff'd be ok with people being able to fly with certain items and whatnot. Maybe Thaumcraft, which adds yet more magically related aspects to minecraft, such as strange and mysterious obsidian altars, and a peculiar force known as taint that can corrupt areas of the world if not handled properly. Imagine how awesome rp would be if the antagonists could corrupt entire areas. the goodguys would have to be careful in containing the infection or cleaning it up.
Possibly the better dungeons mod and it's accompanying adventure items mod, which adds special items, if only to use for making better hand made dungeons in mirugan.
Of course, this is all stuff included in the technic pack, but i dont think that staff'd agree with the idea of adding a mod with such a high tech level to it to AOC, so these are the ones i think would fit the feel of AOC.

Lunair there is one place where all those beutiful mods come together its called "tekkit" man i play it when AOC is down. Its like online servers with all those mods incorporated. You dont have to do anything big to your .jar to play it. Just download the launcher budda bing budda boom. Your in. Most epicest thing ever, i love slaying people with muskets!

Minea, im aware of tekkit, i've been playing with the technic launcher since i moved back to my house since im too laggy to do much on AOC, but certain aspects of the modpack, (Namely industrial and buildcraft,) would probably be too advanced technology to have in Mirugan, unless you could limit the access of these mods to just a certain profession (Contractor) though redpower might just be simple enough in terms of tech level to fit into parts of mirugan (Again, restricted to a certain profession, Contractor) the primary reason i didnt suggested the entire pack however is to try and conserve the economy somewhat, unless someone made rules against certain configurations of machines, since, left unchecked, the entire economy would be ruined quite effectively, as items could be mass produced for almost no work or gathering, lowering the prices until there was simply no need for money. and while a lot of this would be difficult to achieve if the seperate mods were seperated into different professions, but it would still not be a good idea to have ALL of the tekkit mods in the server, unless someone decided crashing the economy would be the best idea ever.

You orman? Lol. Imagine me, who devotes almost all my build time to machines anyway. But ee isn't the true worry. EE isn't nearly as useful without industrialcraft and buildcraft to pump items into various transmutations and whatnot. But again, I think it could work with rules to keep people from building certain configurations that at the least delta orman and I are familiar with, and by limiting industrial, buildcraft, and redpower to contractor only, but again, that might all be too advanced tech for a more middle ageas themed server like this.

We could always form a league of death with the three of us, and I think the twenty diamond blocks I have stored would set me up quite nicely with EE, have you gotten into the power items yet? Trust me, Jesus would become less of a decent-ish PVP'er and would become more of a god of death with EE installed, although it would drastically reduce the cost of nether items since most have a relatively low emc value.
I'm just imagining hunting all those bad bio writers with a swiftwolf's, flight and heavenly lightning to smite those with bad grammar. Oh and the redpower frames floating death machine which drops nukes. And the infernal armour explosion when you're swamped at Herring. And the mining laser of death being fired straight through mountains at people. And the Jesus ultimate mega smash with a red matter hammer. And the arrow turrets of archangel's smites sitting outside my house. And... well you get the general idea.
