I have been here for a good 4 months now and have thought of some questions I would like answered please;
1. How do I make a guild? Is there a certain format I need to follow and post?
2. How exactly are the ranks set up? I hear about tier 2 mods and what not but I never knew what exactly this all means.
3. Who are all the Guides, Mods and Admins? Like is there a list of the current staff?
4. Is there a reason why there is nothing special happening IRP?
When I remember the rest of the questions I will just comment them here.
Please someone answer these as I do want to know what they are.

Allow me, the friendly staff pirate, to help you get some of those questions answered!
1. This typically requires time and interest invested in a specific activity or group, with experience behind it. Most players talk to RP mods about ideas they may have for new guilds, and the mods may suggest that they make a post under the RP subforum explaining (in-depth) about the guild, its cause and purpose, how it is different from current guilds/groups, and other general details.
2. The ranks are as follows (for staff): Guide > Tier 1 Mod > Tier 2 Mod > Admin > Owner Being a donator does not increase your rank in any way, and the RP Mods may exist at any level in that system (though we have not seen any RP Guides). The RP mods hold authority over other mods and players only in matters pertaining to RP (events, planned or not, RP dealings with towns, character bios, etc etc). Tier 1 Mods have the ability to mute players in global, kick players, and temp ban players. Tier 2 Mods have all of the abilities as tier 1 mods, with the addition of the ability to permaban (local ban) players, and unban players. It is to note, however, that many a time mods consult with each other before making a ban.
3. The current staff, for all that needs to be known all in all, is the staff you see regularly on AOC that has the tag Guide or Mod, or has the fancy golden brackets around their tag of choice (admins). It is not unusual for a staff player to become inactive (more often due to IRL callings), but not become demodded or stripped of title. The positions for staff members are chosen carefully, and in 99% of cases, a current inactive staff member would not need to be stripped of any title. Because of this, we have a sizable list of staff members. To ask to know all the players is an odd and uneccesary question: if you need anything from any staff member from any level, feel free to ask a staff member online (preferably starting with Guides, only asking Mods if there is no Guide present to help) and they will be able to sort out the issue, or find someone who is able to. If you truly want a list of all staff players, you may PM mikey; but I highly doubt you will get an answer.
4. There is much going on IRP! There is a planned charity auction event upcoming, along with a celebration thrown by the town of Horizon to commemorate the completion of their town! Many players RP with each other, and thus create new RP tidings that may lead to server-wide RP events. Go out there and meet new people (IRP)! It is to note though that RP along with server happenings has been a little slow of late, as many players have updated to 1.3, while the server still runs 1.2.5. You will see many new happenings when the server updates (which is rumored to happen fairly soon) I'm sure.

Just in case you were looking for another answer, Rar has hit the nail right on the head. I have not responded earlier because I completely agree with what he has had to say in answering your questions.
