Vision Statement:
Nine Worlds, One Future - peace and progress through trade and travel.
Mission:
The roadbuilders of Mirguan seek to form connections between all people. From the beautiful capital of New Havenridge the guild organizes massive transportation projects with the goal of uniting the world under the common goals of commerce, peace and progress. The roadbuilder condemn the concepts of war and violence, instead favoring a geopolitics of trade and interdependence.
Activities:
The ten main activities of the roadbuilders are divided into two subcategories. Primary activities are those that are deemed to be directly relevant to the mission of the guild. All guild members are expected to participate in most of these activities.
Secondary Activities are activities that are viewed as consistent with the overall mission of the guild, participation in these endeavors is appreciated but not required.
Primary Activities:
1) The construction of an international road network
2) The construction of an international subterraneal road and subway network
3) The protection of natural resources and the natural beauty of Mirugan
4) The search for peaceful solutions to international conflicts
5) The cultivation free trade and fair economic competition between nations
Secondary Activities:
1) The protection of peaceful communities
2) The cultivation of personal and guild wealth through peaceful, legal means
3) The provision of assistance and resources to new residence of Mirugan
4) The search for and public distribution of works of historical significance
5) The construction of fine architecture and public works for the good of Mirugan
The Application Process:

The specifics of the application process are under the jurisdiction of the Chief Roadbuilder - although such jurisdiction may be devolved to a lower authority should the Chief Roadbuilder see fit to do so. However, an application may only be considered valid if it fulfills the following requirements:
1) Thoroughly tests an applicant’s construction skills
2) Provides a fair indication of an applicant’s work ethic and patience
3) Proves the applicant capable of obeying instructions without defiance
Upon satisfactory fulfillment of the requirements the applicant shall be granted guild membership.
A final note - guild membership cannot be bought, sold or transferred in any manner. Guild members may leave the guild - however Guild leadership is not required (although they are strongly encouraged) to assist the party with moving property from their guild residence. In the case of retirement or career changes members are welcome to re-apply after any period of time, however any ranks they have earned in the guild are subsequently forfeit (barring explicit exception by the Chief Roadbuilder). Guild members who are dishonorably discharged from the guild shall not be allowed back under any circumstance and their property shall be forfeit.
Guild Rules:
1) Obey the orders of Guild superiors when they are given, if an order appears to be counter to the interests of the guild or to be ill-advised speak to a higher ranked guild member about your concerns at a later date.
2) Do not steal from Guild Members, Guild Allies and Friends. Do not use guild protection to store, launder or transfer stolen property in any form.
3) Do not kill Guild Members.
4) Do not damage Guild property, in the case of unintentional damage either repair the damage or alert a superior as soon as possible.
5) Participate actively in projects. Upon committing to a project participate in the project to completion, assist with the project to the best of your ability and do not hinder the efforts of others.
6) Never reveal private guild information - including but not limited to project codes, coordinates, safepoints, outposts, storeroom contents and defense capabilities.
7) Never betray or harm another Guild Member or Ally in any way.
Additional rules may be determined by the Chief Roadbuilder or the Inner Council as necessary.
The Chief Roadbuilder reserves the right to dishonorably discharge any member of the guild for any reason at any time, even if the reason is not explicitly stated in the rules. A dishonorable discharge by the Chief Roadbuilder may only be overruled by a unanimous vote of the Inner Council.
Ranks and advancement:
The ranks and rights of different guild membership levels as well as the requirements for advancement may be found below. The advancement process is based on a point system, with overall points working towards further advancement. Upon crossing a particular number of points guild members may advance to an additional rank. The exception is for rankings concerning positions in the Inner Council and the role of Chief Architect. These ranks are obtained exclusively via appointments granted by the Chief Roadbuilder.
The point values may be changed at any time, either by a majority vote of the Inner Council or through the opinion of the Chief Roadbuilder.
As a general rule point values are as follows:

* - These tasks may only be performed for credit by members of the Rank Mason or higher
** - this only applies to materials donated to guild coffers, other materials may also receive credits as determined by guild administrators, point values subject to change.
Applicant (0 - 2000):
Applicants are granted membership in NHR. They are requested to construct a home that best demonstrates their building style and competence. They must live outside the south gate of the Inner City of NHR.
Upon completing construction of their home applicants have a one-time chance to earn up to 1,200 points for the style, elegance and utility of the structure, as determined by a guild higher-up.
The remaining points must be earned via working on guild projects. Unless an exception is made applicants may only work on surface roads and internal projects.
Initiate (2,000 - 5,000):
A full member of the guild, you have equal access to guild supplies and privileges as well as the ability to construct more advanced structures, including subways and inns. You may vote on guild elections, participate in guild planning sessions and join the guild in any guild activities.
Mason (5,000 - 20,000):
You are now able to participate in all project activities, including the highest value endeavors as well as guild sales efforts (these opportunities will be granted by leadership on a first-come first-serve basis).
The Inner Council (20,000, election only):
You are granted residence in the prestigious Old City and are a formal member of the guild leadership! You may still earn points and advance within the inner circle with the goal of attaining the rank of Chief Architect - second in command of the Guild. The Inner Council may change policies with a majority vote (subject to the Chief Roadbuilder’s veto) or with a unanimous vote (cannot be vetoed).
Chief Architect (50,000, Chief Roadbuilder nomination + popular election + majority of foreign mayors/kings approval):
You get the tiebreaker vote and are the second in command. Prestige, power, wealth and the role of town assistant are all yours! Use them wisely and you will maintain your position - re-elections may be called for by a majority of the popular vote or a majority of foreign Mayors coupled with the Chief Roadbuilder’s request. Should anything happen to the Chief Roadbuilder you are in charge!
Chief Roadbuilder: Currently Scheyst. Guild Leader. Can be impeached only by a Unanimous vote of Town Mayors and Inner Council Member coupled with a popular Majority.
